2009 Legislative Session

The 2009 Regular Session of the Legislature for the first time in over 50 years that state government did notaddress a budget shortfall with a tax increase.  This was in recognition to not only the faltering economy, but also to the tremendous growth in state spending, particularly over the last 10 years. Just as consumers have had to tighten their belts, it is only fitting that state government tightens its belt as well and I was pleased to vigorously oppose all tax increases, that were proposed, including an Internet tax and an income tax increase.

Unfortunately, the budget is only gets worse in the upcoming years and it will be a challenge for state government to reduce spending without affecting vital services. In addition, I supported many property tax reforms to limit the ability of local government to raise property taxes without approval by the citizens.

Some of the major highlights of the session include the following:

No tax increases: As mentioned earlier, this was a hallmark of the 2009 legislature, although it was not widely publicized in the press.

Property Tax Reform:  I passed a measure which would require additional notice for meetings to increase tax villages as well as for the first time requiring that they be posted on the Internet. In addition, I supported legislation which would cap millage rollups by not elected bodies (excluding fire districts) 22 1/2% per year. This will be voted on next year.

Budget reform: a bag measures which would study the streamlining of government and the reorganization of higher education.
